8. Exactly. Here requesting the Federal government to declare

a disaster WAS her requesting assistance. That's all it took. Bush declaring a disaster area before the hurricane gave the feds all the authority they needed to do all the stuff they are pretending she didn't ask for.

Declaring a disaster area effectively puts the feds in charge. The problem wasn't the paperwork, it was that the feds did not understand their jobs.
