Here is why the Red Cross wouldn't go into New Orleans
From their webpage.

Hurricane Katrina: Why is the Red Cross not in New Orleans?

Acess to New Orleans is controlled by the National Guard and local authorities and while we are in constant contact with them, we simply cannot enter New Orleans against their orders.

The state Homeland Security Department had requested--and continues to request--that the American Red Cross not come back into New Orleans following the hurricane. Our presence would keep people from evacuating and encourage others to come into the city.

5. I don't know...probably not, but I have become so skeptical
these days that I just don't know who to believe. I find it hard to think about anyone, fed or state, not allowing the Red Cross in. People died because of that decision.

skeptical...it is rough...you just cannot trust ANYONE...but don't take my word for it...

It is morally bankrupt to exacerbate privation and hardship in order to coerce behavior compliant with government policy. (Military recruitment anyone?) Nothing could be less "democratic." People had and have very real concerns and impediments regarding abandoning their homes, pets, and other human beings. The government must respect civil liberties and human welfare.

To date, I have seen virtually no accommodation for many of the concerns of NOLA residents. Just how will they be supported and facilitated in returning to their homes? How will their political/electoral enfranchisement be maintained and protected? How will their homeowner's or renter's insurance codicils regarding abandoned property be handled? (Insurance companies refuse to cover losses after the property is no longer occupied.) There are many exposures to continued and increased losses like these, all amplified by the demand to abandon homes. I have seen nothing to indicate that residents will be safeguarded against any further loss or expense as a result of their compliance with government policies.

Furthermore, I've seen no investment in making that (temporary?) abandonment more attractive and secure. It seems investments of money, time, and effort on the plus side are sadly lacking.

11. They never objected, Not once
I would think they would have been in front of every camera yelling "we have food and water, in trucks, ready to go, but they won't let us in".
But they were not. Complete silence from Evans and Hunter. Instead they were totally compliant, and obedient to those whom they REALLY serve. Red Cross and Chertoff are one and the same. They also need to be audited.
