Bush to UN: War alone won't defeat terrorism

UNITED NATIONS, Sept 14 (Reuters) - In a shift in tone, U.S. President George W. Bush told the United Nations on Wednesday war alone will not defeat terrorism and leaders must tackle conditions that lead the oppressed to take up arms.

"The lesson is clear. There can be no safety in looking away or seeking the quiet life by ignoring the hardship and oppression of others," Bush told the U.N. World Summit.

"Either hope will spread or violence will spread, and we must take the side of hope."

3. An interesting turnaround
He is now admitting that 'terrorism' can have a legitimate cause, and that the underlying conditions must be changed.

I assume that means he is leaving Afghanistan and Iraq soon, and will cease propping up various world dictators?

4. I wonder if he understood what it means
He was just reading a script given to him. Anyone actually see and hear him? Wondering whether anyone could figure out from his tone of voice or his body lanaguage whether he understood he had just flipped-flopped.
