Tonight, Dr. Jaafari's cabinet convened an emergency session to plot a response to the bombings. In a statement, it said the attacks revealed the insurgents' "desperation and cowardice in the face of the setbacks they have suffered in Tel Afar and elsewhere at the hands of Iraq's security forces."

Referring to the Tal Afar siege, the statement added that "the fact that the terrorists are claiming to be responding specifically to Operation Restoring Rights shows the serious blow that operation has dealt them."
