Who was really in control? Certainly not Bush. In the back of the room, Press Secretary Ari Fleischer caught Bush's eye and held up a pad of paper for him to see, with "DON'T SAY ANYTHING YET" written on it in big block letters. Some person or people had overruled the security who wanted Bush evacuated immediately, even as Vice President Cheney was taken from his White House office to a safe location. Bush's security overruled Bush on security matters later in the day on Air Force One, but who overruled them that morning?

1. That really is the smoking gun, I think.

How could anyone, at that juncture, know the extent of the attack? There could have been dozens of other flights or even other modes of attack underway. Bush's public schedule had been known for days. Booker could have been an easy target for a focused AQ attack.

So why didn't the Secret Service move on this immediately? Bush stayed right on schedule...even his 9:30 photo-op went off on time. Was this question even discussed in the 9/11 Ommission Report?

Someone knew exactly what was going down....and, for whatever reason, didn't bother to move Bush out immediately. This could not have been SOP....so who stood the Secret Service down?
