38 States are now in a state of emergency, if it just means that they'll be getting money for Katrina survivors then cool.

Does it mean martial law or anything crazy with Bush powers?

I would really like to know before I flip out.

2. Drinking game for tonight's speech
Each time Bush says "martial law", drink a pint of vodka.

3. If state of emergency = martial law, I'm gonna need more than that.
