Presidential message to Congress?

An aide walked up about an hour or so ago and said the President has instructed me to give this message to the congress. It was a big honking envelope full of about 2-3 inch stack of paper.

Just curious if anyone else watching CSPAN-1 saw that too, and if there was any news on what it was. Maybe it was his speech?

It looked like they just kept going on with regular business.

I listened and it sounded like they paused, briefly, and then resumed business as usual. What was that all about?

5. My SWAG is that it's just a copy/outline of his speech for every member.

2 or 3 inches thick would be about right depending on how long his speech is.

It may be SOP and this just happens to be a time when it was caught on camera.

Of course what logic says it may be and what I would WISH it to be are two different things. ;)

I'm sure its' standard operating procedure, I was just wondering if anyone had any info on what was in the envelope.

It's probalby the instructions on when to clap. :)
