How important is this speech for Bush?

How important is this speech for Bush?
Since most Americans have negative feelings about the way he has handled the disaster in New Orleans, what does he need to do to sway them back to his side? Does he have the skills or the inspiration to bring those people back to his side? Or does he have more to lose than to gain? Will there be more questions than answers once he finishes his speech? Is it possible that this speech could finish him off?

3. I don't think that there's anything he can say.
I also expect that this speech will have very low ratings, perhaps historically so. Most people simply are fed up with Bush. If he mentions "terror" I wouldn't be surprised to see him dip further in the polls.

drops his pants and exposes himself this evening he will maintain his 40% base....their rationale? "the devil made him do it". He will draw parallels between Katrina and AlQaeda. It will be an attempt to win back the 15% in the middle who voted for him because of 9/11 and terrorism. He may win a few back and get a slight bump in the polls but the damage is done and Iraq still looms. Katrina has washed away what little was left of the teflon surrounding his presidency.

26. His numbers don't usually go up
after a speech so unless he grovels quite a bit and says there will be a total revamp of his administration and its priorities (how likely is that?)I can't imagine how it will help. The press can say what they want I get the feeling people aren't in the mood to hear his drivel.
