If he was the least bit serious about carrying out anything he said he would have broached the looming question of how to pay for this.

Shared sacrifices means higher taxes for some. In the absence of that simple recognition the President has shown again he has no idea of, nor no commitment to what he is talking about. Rhetoric is not reality.
