The same thing that compelled many of the victims of Hurricane Katrina to stay put is what will ensure the city of New Orleans rises again – the singular lure of Home.
Many stuck to the place they know best because it seemed the like safest option, not because they were ill-informed or panicked. They had the comfort of familiar surroundings, if not family and friends. And - despite repeated warnings from safety officials - they weren’t persuaded there was a better option for them in the community.
“Home is a hell of a lot more comfortable than the Superdome,” said Russell Dynes, founding director of the Disaster Research Center at the University of Delaware.
