The Peter Principle says competent people will be promoted to that level where they're no longer competent. (The point being that promotions, unlike hiring, aren't based on demonstrated skill in the target position.) These people were NEVER competent at any level. (Unless the 'job description' included kissing ass or winning the sperm lottery.)
