Sure, Mayor (No)Goode wasn't as nuanced as the feds, but the intent was the same. When it became obvious the fire from the incendiary device dropped on the MOVE headquarters was spreading, "his honor" ordered the fire department to stand down, and simply said: "Let it burn." The entire neighborhood burned to the ground. If I'm not mistaken, it was one of Philadelphia's poorest. Problem solved.
Frankly, I'm puzzled as to why so many Americans are surprised at the lack of response to the folks in New Orleans. It's not unprecedented. This is how the poor are treated in our country. The "class war" is just that, my friends: A bloody war. The bodies that are being fished out of the waters in New Orleans, are "enemy combatants."
