Despite the worsening security situation in Iraq, which he acknowledges is verging on civil war, Sir Menzies will say it is time to begin bringing the occupation of the country to an end.
In a keynote address to the Lib Dems' annual conference in Blackpool, he will pay tribute to the leading Labour opponent of the Iraq War, Robin Cook, hailing him as a "man of independent spirit" whose sudden death this summer left British political life "sadly diminished".
And he will borrow Mr Cook's famous formulation of "foreign policy with an ethical dimension" to describe the Liberal Democrat approach to global affairs.
