He temporarily ends his nuclear program, probably has a dozen nukes safely tucked away, and can restart the program anytime he pleases if he isn't satisfied with what the West is offering in aid.

I would say he's getting over on Bush, not backing down.

pushed his luck about as far as it will go with *. The world, I believe, realizes that * will push the button without forethought, a blink, or afterthought.
