the end of fiscal responsibility. Remember that it was retired during the Clinton years of bigger and bigger surpluses, and it was thought then that it would never be needed again. Then came Bush and kill-the-beast deficit spending that he picked up from the Reagan years. Give credit where credit is due, so to speak.
