Obviously that is a Catholic Bishop/Pope. If you will notice the staff looks like a penis. I think this has to do with the molestation scandals in the Church. (Anyway, that's what it looks like to me.)

And since the phallic symbol represents sex
it seems to cry out an obsession portraying
sex as evil. I might be wrong -- but it's
an interesting topic for discussion. Since
I didnt draw the cartoon, I don't know for
sure, but it struck me as odd... so I included it.
