1. Varies by precinct, afaik. (on edit: or county. I'm not sure)

3. It varies. On my absentee ballot here in Orange County
Bustamante was second.

4. The order varies from precinct to precint or by county. Multiple ballots.

It was determined by a lottery type system about two months ago.
