You've seen the "poetry" kits, with literary phrases and words on them. Bush only uses about a dozen phrases in any speech, just changes the order. He and his writers sit in front of the fridge with a cold tall-boy of Hamms and re-arrange the magnets until they think it sounds new, or W falls off his stool, whichever comes first.

6. It's actually quite difficult
Seeing as how they type on their computers while peeling bananas with their feet, scratching themselves, and flinging poop on unsuspecting passersby. The approval process is equally cumbersome, as the speechwriters have to interpret "OO-oo, ee-ee" as a "yes" or "no" and make adjustments based on that.
