With 8 days remaining in this fiscal year, my organization finds itself in possession of money that was budgeted for, but not spent, over the course of the last year.

Due to federal guidelines, all funds not spent by COB 30 Sep will be ceded. Additionaly, if this organization does not spend every last penny, it will be harder for it to justify the same budget next year, and will, therefore, receive less money.

So, with a few hundred thousand dollars remaining, a number of the government GS employees have scheduled themselves to attend a conference at Camp Smith, Hawaii.

This system lends itself to outright fraud, waste, and abuse.
