new plan to balance budget, deal with hurricanes
The Repubs are floating proposals to cut various programs to pay for Katrina. For example, they want to say bye-bye to the Corporation for Public Broadcasting.

But not to worry...they plan to move that money over to FEMA and FEMA plans to donate it all back to PBS during their pledge drives in order to get free umbrellas for distribution during the next hurricane.
