There was a charming book that I loved as a kid that was banned because it was considered stereotypical. As an adult I could see that but as a child I empathized with Epaminondas.
Basically the story is of a good little boy who is given a series of directions from his mother that he follows literally. However, what his mother is saying and what she wants is too different things. ie "be very careful how you step on doz pies". He also tries to draw on his limited past experience to do the right thing in a different circumstance and comes up wrong.
The Bush Administration has never tried to do the right thing before or accomplish anything that did not improve their personal bottom lines. They are like this child and even though they may have done better with Rita than with Katrina they cannot use that knowledge to do better with any another situation. They are childlike followers, not leaders and do not have enough experience or maturity to take what they learn and apply it elsewhere.
The fact that they are still staged in TX and patting themselves on the back for "Dodging the bullet" while western LA is awash with tons of rain and moving water for days proves this. The MSM can hype it all they want. The Bush Administration is incapable of leading.
