they keep it somewhat close because of their turnout and low turnout on the dem side.
that's why a huge turnout today will most likely mean the dems came out in force

... and to say they don't usually have a chance isn't quite accurate. Up until Gray Davis, we'd had 16 straight years of Republican governors... and while they're a minority, there are plenty of Republicans in the state legislature and in the congressional delegation.
