§ 332. Use of militia and armed forces to enforce Federal authority

Whenever the President considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States, make it impracticable to enforce the laws of the United States in any State or Territory by the ordinary course of judicial proceedings, he may call into Federal service such of the militia of any State, and use such of the armed forces, as he considers necessary to enforce those laws or to suppress the rebellion.

In other words, President Bush was ready to declare New Orleans an outlaw city in open rebellion against the authority of the US.

Because it had been hit by a devastating hurricane.

Because some of the people trapped without food or water or medicine or help for days had broken into stores to steal—food and water and medicine.

Because of unconfirmed reports of snipers and roving bands of armed looters that now appear to have been wildly exaggerated or even made up out of whole cloth. (Sound familiar?)

Use of this law exposes Bush and his administration for what they are: would-be aristocrats who see in any gathering of the poor a potential uprising against their privilege and wealth, even when that gathering is the natural result of a natural disaster.
