If a voter doesn’t vote in the recall his/her vote doesn’t count

In other words if a freeper goes in to vote for Arrnoold and just skips the recall part his replacement vote is void.

Are the tabulation machines able to count votes in this way?

4. Overturned because you have a right to abstain on any issue

All issues on ballots are separate from your perspective as a voter even if the results of one affect the other. Not many years ago in San Diego County we had an election in which Propositions E and F contained poison-pill provisions so that each would have overridden the other if both won. It was illogical and confusing. Fortunately both lost IIRC.

not vote on the recall? Some of them have probably been standing outside the polling places for days to be sure to be the first in line!
