Is it true that FEMA doesn't have evacuations in it's duty list?

Is it true that FEMA doesn't have evacuations in it's duty list?
I was cruising through a different forum, when I saw this post in a thread on Brownie's attempt to shift the blame:

I think the best quote out of that article, was Fema does not do Evacuations, law enforcement or communications. Never has it been stated so clearly. FEMA did everything in its power. This man has taken the blame because his resume had an error.(http://boards.1up.com/zd/board/message?board.id=Off_Topic&message.id=198127, if you're interested)

As I asked in the subject, is it true as this man says that FEMA isn't supposed to cover evacuations, and that it did do everything in it's power? Because that seems pretty far from the evidence I've seen.

1. I bet they don't have it as a duty perse but once local gov enacts
evacuations I'm sure they are supposed to assist with requests from the local govt. IF the local gov can't act due to devistation then I'm sure they are supposed to fill the void.

3. If FEMA had just read the National Response Plan they would
have known evacuation would be considered as the 'preparedness' part of the plan:

Purpose
To establish a comprehensive, national, all-hazards
approach to domestic incident management across
a spectrum of activities including prevention,
preparedness, response, and recovery.

Then again, I doubt very much if ANYONE actually read the plan, neither those who signed on or those in congress that voted on it.

Pathetic is an understatement, imo.

quarantines (whole towns if necessary.)
FEMA can order the use of deadly force to enforce quarantines.

If FEMA isn't responsible for evacuations, why did they contract out for buses?
