Can Arnold replace the people in the electoral college?
I don't know that much about the details of the whole thing and how it works, but I seem to recall that Florida was threatening to do that if the recount suits didn't go their way...

2. Not Arnold, but the CA legislature can
From the U.S. Constitution:

Section. 1.
Clause 2: Each State shall appoint, in such Manner as the Legislature thereof may direct, a number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

Later,

7. In most states, that means the way the legislature wrote the statutes
Although in Florida, the Republican legislature was threatening to appoint a raft of electors because of the hold up, if Bush didn't win the count.

4. Tom Feeney lawyered the Florida Constitution and claimed
he had the authority to do it. I suspect there would have been civil rioting had he tried.

5. ANY LEGISLATURE CAN CHOOSE ELECTOR SLATES
What scares me most is if Clark wins a state like South Carolina and the GOP controlled legislature throws it out and picks GOP electors...

6. I'll have to look it up
But hasn't that happened only one time in our history?
