I specifically remember hearing that the reductions of bases and humans was all planned out and agreed to within the DOD and between the DOD and the administration. It was reported in all the new3spapers and discussed on TV. How can a President unilaterally declare that the military is being reduced? I wish I had time to look up the details. when my brother quit, they had a big party, and almost everybody there both told him how lucky he was to be getting out, AND asked (on the QT) if there was any room at his new place.

they were in the midst of huge management layoffs at the time....my brother had to commute to Cleveland from Milwaukee, to do the job of a guy they laid off, just because they could make anybody they wanted do the work of two, three, sometimes four people. just to "improve productivity"
