San Diego County, hammered for its use of the punch-card system, has learned that even a huge technological step forward, one costing taxpayers $31 million, doesn't assure an end to disputes over voting procedures.
San Diego election officials earlier this year chose to purchase and install 10,000 new electronic voting terminals developed by Diebold Election Systems. But before the crates could be unwrapped, a new round of complaints erupted.
Researchers at Johns Hopkins University declared that their studies uncovered major security lapses in the Diebold system. They said the software could allow hackers to penetrate the voting system, and change election results.
San Diego election officials and Diebold representations said the Johns Hopkins study was
flawed, and that
the machines are tamper-proof. The county's Board of Supervisors in August decided to push ahead with installation of the Diebold machines.
