Basically they're trying to figure out who to blame when Sh*t hits the fan.
Who is more expendable? Rummy or Condi?
And if things all of a sudden turn out Miraculous, Bush will say "see, told ya I was in control".

The Bush administration has been so incompetent in so many areas, and told so many lies along the way, that it now spends way too much time on damage control. And they can't even do that right!
