They want to "win" this time.
Last time the liberals wouldn't let them.

They believe this.

Like Clarke's characterization of the PNAC kidz, it's as if they've been trapped in amber. The chickenhawks want their "win".

Of course, the knowledgeable ones at the time warned when fascism returned, it would return in a form we wouldn't recognize.
