Bush*, used to repeat a favorite line ad nauseum, in which he wished there was a law to make people "love each other."

So you're not going to use the government to force a change in attitude ...
Well, government can't change attitude. Government can lead -- a leader can lead and convince people, but there's no law that makes people love each other.

I wish I knew the law that would say, we will all love each other. Lott would sponsor it, I'd sign it. (Laughter and applause.) There is no government law -- there's a universal law, there's a higher law. And that's really the strength of America. People have heard that call. People say, what can I do to help after September the 11th. And I've said, love your neighbor. If you want to help, mentor a child. If you want to help, go see a shut-in and tell them you love them. If you want to help, feed the hungry, build a house with Habitat, run a Boy Scout troop or a Girl Scout troop. If you want to help, just tell somebody, I care for you, I hope you -- I hope if you've got a problem, you come and call on me. You see, America can be saved one heart, one soul, one conscience at a time. (Applause.)

What I'm searching for is a quote in reference to the above, and I have only this description to go on:
Specifically, what I'm after is a nervous response by some conservative, who noted that that sentiment was one that Ronald Reagan never would have gone for, because of its coercive big-government implications.Does this ring a bell with anyone? All hints appreciated. I have searched and searched. Now I turn to the great DU Collective Memory. Thanks in advance! :)
