It has to come from the people who KNOW the information...so..........

to have leaked the info themselves, or given the NYT the go ahead, so that * could then go before the public and try to garner permission (a mandate) to subvert the constitution.

State or CIA. It could also come from one of many ex-officials that used to work in these agencies that still talk with each other and those still in the agencies.
