Full text of Clark's second major policy speech -- the Economy
Today in NH, Clark gave the second of his four major policy speeches. The first one was in NYC about New American Patriotism, volunteerism and civic duty, and the Civilian Reserve. This second one was about his economic plans.

1. I like that he came out for reductions in military spending...
...he has the "cover" to do so, and I'm glad he did.

2. Yep.
This is where Clark not only has more "cover" than Dean et al., but he also knows the ins and outs of the Pentagon budget like nobody else (although I bet Kerry is also well-informed there). In "Waging Modern War" he makes a passing mention of how what appear to be strategic planning documents from the Pentagon are often ploys to maintain or increase funding levels.

CLARK: I think there's a fundamental difference between Republicans and
Democrats on this issue, because it's simply true, the Republicans do like weapon
systems and Democrats like people. (APPLAUSE)

And so, I can tell you, and I would speak for anybody up here, when we take this
government back in 2005, we're going to look after pay.

We're going to look after education for children. We're going to make sure military
health care works. We're going to take care of our veterans. And we're going to
make sure that the military family is giving the respect and the pay increases that it
needs to have a good quality of life.
