Technical IT Help needed for Progressive Org.

I've received the request below from the fantastic service, which sends all kinds of great correspondence on behalf of Liberals to public officials. It's been run by a poor retired gent who supports it mainly on his Social Security check and good will contributions. I do hope someone reading this can help him, and that others who aren't familiar with this service take advantage of it and contribute to it,

Progressive Secretary has an urgent need for help from someone
with a substantial technical background. We are planning major
enhancements to our web site to modernize our interface and expand
our service to many more participants. The ideal volunteer will
have skills in all of the following areas, or in the management
and hiring of professionals with these skills:

php (coding and editing)
html
MySQL or Fox Pro databases
web hosting
POP and SMTP servers
technical project management.
