She is not acocuntable to Congress on anything, including budget dollars. Rumsfeld would have had to report to Congress periodically on status and monies.

5. I had heard about the reason to place Condi in charge. But the

gall of Bush's administration and the sheepish behavior of congress is beyond the pale. Byrd was saying that homeland security was formed the way it was because of the same reasons: because of executive priviledge they can thumb their noses at congress if the they feel like it.
He offered an amendment but I was busy and didn't catch what it was.

6. He wants to add wording to the spending bill...

...that requires, as of March 1, 2004, that the head of coalition provisional authority be confirmed by the senate. That is so there is accountability in how the cash is spent and so that there can be a full vetting of any potential conflicts of interest in the public record.

Apparently the house already has this provision/amendment.
