Why is it that Jeb can control some peoples lives?

Just wondering why Jeb Bush is allowed to make special laws whenever he wants. So far he has made a Dale Earnhardt autospy law. Made sure that a child was born to a woman who was raped and had a mind of a two year old. Now he makes a law for the comotose women restoring her feeding tube against a court ruling having it removed.
For a republican who dosen`t want a judge to legislate from the bench, he sure likes to do it from his office when it suits him.
