List of Top 10/100 Effective Federal Programs

A while back I seem to recall seeing a link in LBN to an article (possibly Paul Krugman?) regarding Top 10 (or Top 100) Federal Programs that were beneficial.

Could someone help point me in the right direction?

I have my own list of valuable federal programs, but I'm looking for something from a source with more clout that I have. This is, of course, to be used in arguing with conservative friends who don't think that there are any useful federal programs.

3. Student Loans, Pell Grants

The Interstate Highway System
Rural Electrification
Medicare
Social Security (as long as you don't steal from it)
COPS (terminated by Bush -- helped put 100,000 new police offciers on the street)
Superfund (defunded by Bush--many successes from the Days of the Old Republic)
