Congressional negotiators agreed Wednesday on an $87 billion aid package for Iraq (news - web sites) and Afghanistan (news - web sites) that meets a White House demand that none of the money be provided as loans.

Having "representatives" sign off on regime operations provides a valuable psychological benefit to the voting elite, who like to believe they have a choice and are part of things.
