This will be a major test of the American public's intelligence, or should I say common sense. The Bush Administration can make up all the statistics it wants to, but if the average American finds it hard to find a job, and the people in his/her inner circle have similar experiences, one would think that the Administration would not benefit from this.
Also, it is entirely possible that just as many of us expressed frustration at the inability of Al Gore to win comfortably in 2000 in the midst of a healthy economy, perhaps the same forces could be a work in 2004 if the recovery is for real (I know, Gore won, but come on, it should not have been close enough for Team Bush to be able to steal it). Bush will still be facing a net loss of jobs under his watch, increases in the number of Americans w/out health insurance and a continuing bloodbath in Iraq. An improving GDP helps, but he still has a number of other troubling indicators to worry about as the campaign kicks into gear.
