I've heard numerous GOP talking heads crowing that most of Bush's donations come from small donors, with donations of under $100. While this may technically be true, one should keep in mind that unlike Dean, who really is a grassroots phenomenon, Bush's so-called "small donations" mostly come from "Bush Pioneers". The idea came about after McCain/Feingold. Since large donations were banned, fatcat CEOs, instead of giving huge chunks of their own money, would shake down their executives and management for donations less than the limit, then bundle them to donate in a big chunk.
Imagine the pressure a high-paid exec or managger would feel if his repug boss told him "hey, why don't you contribute- it's totally VOLUNTARY". We all know what voluntary means in most workplaces...
Anyway, the Bush fundraising is NOT grassroots.
