Bush's soft underbelly.

In response to my thread about Bush not attending funerals, many said that Bush has a soft underbelly. To me that means that despite every thing that he has done, he still has too much of a conscience. This is why his staff tries to shield him from the consequences of his actions. But is he so oblivious to them in certain circumstances. His making fun of a woman that he put on death row, the wars, and the Patriot Act? Does Bush have a soft underbelly, conscience beneath it all?
