3. OK, I'm SO going to get slammed for this

but the fact is 50% of the Latinos/Latinas who voted in the recall voted for Gropenfeurer. I'm STILL at a loss about that.

in any event nobody wanted to pay the car tax on the vehicles that they can't afford.I'm sure that gave groper the victory.

As for the "car tax," this was Wilson's doing. Basically, it stated that the car tax would remain at the current level unless we had a surpluss, at which time the tax would be reduced. Conversely, if we had a deficit, the car tax WOULD REMAIN THE SAME (no increase). During Davis, and before Enron's Great California Rape (GCP), we had a surpluss and the car taxes did, indeed, go down. After the GCP and we had a deficit, WILSON'S policy kicked in and the car tax went back to the previous level.
