Can someone say "dysfunctional administration?"
Well, did Bush say no contracts to non-supporters of the Iraqi invasion or not? I have heard one report saying that Bush was upset about the memo that released the information so bluntly and one report that said he stands by it. Which is it? Who is responsible for the policy and how it was presented?

1. This mess is the result of a
compartmentalized administration. No group is quite sure what the other is up to until it hits the news, so we have the spectacle on one hand of slapping antiwar allies in the face by denying them the right to bid on contracts, while Baker goes trotting off to try to beg these same allies to forgive Iraqi debt.

Bush/Cheney seem to be such weak administrators that they've been unable to get these groups of men to coordinate their actions. In fact, this whole thing is such a clusterf*k that I doubt any of these petty fiefdoms have reported to their titular bosses at all.
