I was just awaken with a phone call on this whole affair.
First, this is unquestionably a good thing for the Iraqi people. Let no one doubt that. Whether or not this makes Iraq safer for US troops will remain to be seen. The killing of his sons certainly did not. We shall see. But this is a good thing, and it should not be mocked.
He should be put on trial, preferably in an IRAQI tribunal, and I hope, put to death.
As for the domestic political implications: they may not be pretty; probably at least a 10% bounce for Bush, and more people will now say the war was worth it. Still, better for him to be caught now and not in the thick of the campaign or in some October surprise bullshit. Karl Rove may be happy now, but he should be aware that the luster of all this will be long gone by November 2.
