Bush Address to the Nation - 12:15 PM ET

WASHINGTON (CNN) -- President Bush is scheduled to deliver a formal television address Sunday in the noon hour (ET) about the capture of toppled Iraqi leader Saddam Hussein, the White House said.

"The president believes this is very good news for the Iraqi people. He's very happy for the Iraqi people," White House spokesman Scott McClellan said.

"Saddam Hussein was a brutal oppressive dictator and responsible for decades of atrocities, and the Iraqi people can finally be assured that Saddam Hussein will not be coming back, they can see it for themselves."

But he will be careful not to explicitly say they are linked, and the American people will get exactly the opposite impression from it. Got to keep reinforcing that meme.
