So he proposed cutting the vehicle license fee by two-thirds and promised to make up the money that would go to the local governments through the state's general fund. Then Davis made sure he would get credit for cutting taxes by sending refund checks signed by him.

So Ahnulld campaigns on "I'm gonna fix the budget deficit" and "I'm gonna cancel the VLF increase". Fine, so now we are down another $4 billion, and AS is going to finance it on a bond. Instead of paying off the $4 bil in "current dollars" we now get to pay interest on it and pay it off over time. In the mean time, the cities and counties are short the bucks... Lucky us.
