1. I am not sure just what is going on but.....
Sounds like cities used to get money and now states is going to take it,Am I right? In this state we split it up and the money to cities is a good amount in their budget. For the life of me I can not recall who gets the large amount, It has slipped my mind.A new car can cost the owner a pretty penny to get it on the road. and if it is something like a costly SUV I am glad I do not have to pay it.

2. yeah, it's a big revenue source for cities and counties
Here is an article:

http://www.signonsandiego.com/news/op-ed/editorial2/20031010-9999_z1ed10bottom.html

For the county of San Diego, vehicle license fees make up $195 million of a $647 million discretionary spending budget, or nearly one-third.

snip

For the city of San Diego, car-tax revenue provides $75 million, or about 10 percent of next year's general fund budget. It's the city's third-largest revenue source, after property and sales taxes.

Here's another:

Car tax catch: Cut fees, lose some services
http://www.visaliatimesdelta.com/news/stories/20031013/opinion/444290.html

This part is true - I remember getting a check, and since then our VLF has been minimal.

==============
Five years ago, Gov. Gray Davis was looking for an expansive gesture to cut taxes. So he proposed cutting the vehicle license fee by two-thirds and promised to make up the money that would go to the local governments through the state's general fund. Then Davis made sure he would get credit for cutting taxes by sending refund checks signed by him.
==============

So Ahnulld campaigns on "I'm gonna fix the budget deficit" and "I'm gonna cancel the VLF increase". Fine, so now we are down another $4 billion, and AS is going to finance it on a bond. Instead of paying off the $4 bil in "current dollars" we now get to pay interest on it and pay it off over time. In the mean time, the cities and counties are short the bucks... Lucky us.

3. Arnold rolled back the car tax.
When he opened the books like he said he would he found out that there wasn't any wasted money so he had to cut those programs that benefited cities and underclasses. Of course people who can well afford to pay the needed car tax will get that tax break at the expense of those who really needed the money.

I hate this new governor and the way our Democratic governor got railroaded by the Republicans. It will come back to bite him. You wait and see. Unfortunately, more helpless people will be forced to suffer needlessly because of Repuke greed and double-dealing.
