Constitutional Law Question
Can somebody out there tell me where to find in the Constitution the provisions for becoming a State. Also, are there provisions for revoking statehood?

1. A territory petitions Congress.
2. The dependent area drafts a constitution with a republican form of government.
3. Congress must approve statehood by a simple majority.
4. The President must sign the bill.

Been about 6 years since I had that lesson, details are fuzzy. I forget how they ratify the U.S. Constitution, requirements for the people's consent.

On edit: Article 4, section 3, also fuzzy.

4. West Virginia?
Formed legally or illegally. Read Article 4, Section 3 and decide. It's controversial.
