Shouldn't Cheney have been considered for Time's Man of the Year?
After all, he was the Secretary of Defense in the first Gulf War and most people in the know would say that it was he, in communications with Rumsfeld, Wolfowitz, and other players - that was directing the war in Iraq - not George W Bush. Was he just forgotten because he would rather slink back in the shadows and not come out front and say, "Yes, it was all my idea. Dubya does exactly as he is told...I am the "real" pResident around here..?"

2. You're right. Cheney's the man.
But the editors of Time decided his weird, twisted scowl of a smile just wouldn't work, no matter how hard the touch-up department tried to fix it. The right side of his face looks like he's had a stroke; it just hangs so it will probably be a detriment to draw attention to his condition.
