I have a question about using The Freedom of Information Act?

I'm taking time off to write a book of political essays (love Gore Vidal, Will Pitt, Arundhati Roy etc) and I'm doing some research on the death of a Tucson imam, named Rashid Khalifa, who was murdered in 1990, by members of the al-fuqra terror organization. I have never used the act before and after looking up all the info I am not sure which agency I should send my request to. Department of Homeland Security? The State Department? Tobacco Alcohol and Firearms? The all do counterterrorism work. I'd hate to screw up and send it to one of the places that would give me the least amount of info.

Any advice would be plenty appreciated.

2. Good luck getting around the "National Security" facade.

I have seen reports where people want to use the Freedom of Information act and are denied access to what is normally available under the act due to "national security". I will be interested to know if that is a hurdle you will have to face.
