Page A4 Wall Steet Journal Bush Outlines New Proposal For Undocumented Workers

WASHINGTON -- Immigrant workers, including some who entered the country illegally, would gain access to Social Security benefits under President Bush's proposed immigration overhaul.
The benefits proposal is designed to boost immigrant participation in the Bush plan that was formally unveiled Wednesday, first by encouraging undocumented workers to join the above-ground economy, and then by assuring them that they will see a return on their payroll taxes if they eventually return to their native countries.
Mr. Bush's initiative would allow foreign nationals to work in the U.S. for at least three years and could put them on a path to permanent residency. The program would be open to individuals not currently in the U.S., as well as the eight million to 12 million undocumented workers estimated to be here now.

The potential cost of the combined incentives is difficult to pin down, in large part becuase of the murkiness of the immigrant labor market.

So let's get this straight. You come to America illegally, never pay into Soc Sec. ...but start drawing on this plan starting at retirement?
And this country doesn't have enoungh financial problems.
